BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Set an upper age limit of 67 years old for elected officials in the Minnesota Legislature.
 
SECTION I - PURPOSE
To guarantee the physical and mental fitness of elected officials, better represent the majority population, and allow
space for future generations to participate in the state legislature.
 
 
SECTION II - JUSTIFICATION
Currently the average age of the population in Minnesota is 38 years old, the average age of elected officials in the
Minnesota legislature is 54-56 years old. This is a nearly 20 year age gap between officials and their constituents
which can cause a large disconnect between officials and younger generations. Minnesota has a retirement age of 67, the
retirement age creates work opportunities for younger workers. This could work similarly in the Minnesota legislature,
it would create space for younger candidates to benefit the state. The state retirement age is also in place due to
declining mental and physical capacities in people above the age of 67, a concern for the people elected to run the
state.
 
SECTION III - DEFINITIONS
Elected Officials - individuals chosen by the public through a vote to hold public office and represent the interests of
their constituents
Retirement - the action or fact of leaving one's job and ceasing to work
Constituency - a body of voters in a specified area who elect a representative to a legislative body
Minnesota Legislature - the state’s lawmaking body, consisting of the House and the Senate.
 
SECTION IV - FUNDING
No funding necessary.
 
SECTION V – PENALTIES/ENFORCEMENT
Potential candidates would not be given a platform to run if they would turn 67 during their intended term.
 
SECTION VI – EFFECTIVE DATE
Effective at the next election.
