BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Identification DNA Micro-Trace on Firearms
 
SECTION I - PURPOSE
The purpose of this Act is to increase public safety and assist law enforcement relating to gun violence. This Act
requires the application of a removable micro-trace marker onto firearms to further faster identification when guns are
found at crime scenes. Firearms often get redistributed, stolen, or resold illegally meaning the owner of the gun is not
a accurate representation of who last used the gun. These micro-trace markers are cheap and easily applied to the gun
making it easier for law enforcement to identify where the gun originally came from.
 
SECTION II - JUSTIFICATION
The ATF documents over 230,000 firearms between 2017 and 2021, and according to an analysis of large online firearm
sales unlicensed sellers posted 1.6 million ads each year between 2018 to 2020. This shows the immense problem with
illegal redistribution of guns and firearms, meaning law enforcement often recovers firearms with unclear ownership
history or missing serial numbers thereby stalling the efficiency of tracing the shooter. However this can easily be
fixed with microtrace technology that allows for a cheap, tiny, invisible identifiers that can confirm who shot a gun or
firearm. These identifiers do not affect the gun's operation, rights of the gunowner, and barely changes the resale
value. Therefore Minnesota should adopt a gun micro-trace system to improve tracing efficiency while maintaining the
owner's rights and privacy.
 
SECTION III - DEFINITIONS
DNA Micro-trace marker: A microscopic polymer tag encoded with a unique alphanumeric signature readable by handheld
scanners
Gun Trafficking: the illicit trade of contraband small arms, explosives, and ammunition
 
SECTION IV - FUNDING
The state shall allocate $8 million:
Right now firearms sold to consumers in Minnesota are subject to 6.875% tax, this is not including the Federal Tax
levied on the manufacturer. With just the Minnesota state tax the state received $ 12.75 million in 2013. To increase
the revenue by $8 million the state will have to increase the tax levied on consumers of guns by 4.325%. Thus we will
need to increase the Minnesota tax on guns to 11.2% giving us adequate funding.
This tax does not charge retailers
 
SECTION V – PENALTIES/ENFORCEMENT
1. Licensed Sellers failing to apply this system may be subject to fines up to 5000$ for each violation and may risk
getting their gun sale license revoked
2. Law enforcements must report on the number of firearms using Micro-trace Markers technology and how effective the
system is
 
SECTION VI – EFFECTIVE DATE
This Act shall take effect on January 1, 2027
