BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Limit Cell Phone Use During the School Day in Minnesota Public Schools
 
SECTION I - PURPOSE
The purpose of this bill is to reduce classroom distractions and improve student learning by limiting cell phone use
during the school day in all Minnesota public schools.
 
SECTION II - JUSTIFICATION
Cell phones are one of the biggest distractions for students. Many teachers report that phones interrupt lessons, reduce
focus, and increase issues like cheating, cyberbullying, and social pressure. Studies show that students learn better
when they are not using their phones in class. Creating a clear statewide rule will help all schools provide a better
learning environment.
 
SECTION III - DEFINITIONS
1. Cell Phone: Any personal device used for calling, texting, gaming, or internet access, including smartphones.
2. School Day: The time from the first bell to the last bell, not including before-school or after-school activities.
3. Secure Phone Storage: A locked pouch, locker, or classroom-controlled storage area where phones remain during the
school day.
 
 
SECTION IV - FUNDING
Funding for secure phone storage (such as locking pouches or storage cabinets) will come from the Minnesota Department
of Education. Schools may apply for state grants to cover equipment and training costs.
 
SECTION V – PENALTIES/ENFORCEMENT
If a student is found using a phone during the school day without permission, the phone will be stored in the school
office until the end of the day. Repeat violations may result in parent meetings or school-based consequences. Schools
that do not enforce the policy may lose eligibility for certain state improvement grants.
 
SECTION VI – EFFECTIVE DATE
This bill will take effect on August 1, 2026.
