BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Require quarterly safety training in schools on responses to shootings and threats.
This legislation aims to equip children with the knowledge and skills necessary to stay safe during an active shooter
situation. The state of Minnesota will create the lessons, reducing teachers' work. This can even provide less stress to
parents, knowing their child is safe with a procedure.
SECTION II - JUSTIFICATION
The reality is that school shootings pose grave dangers, and being unprepared can exacerbate those risks. There have
been numerous deadly school shootings. For instance, in 2023, a tragic incident claimed the lives of three elementary
school children. Moreover, a study found that following established protocols led to 59% fewer casualties during a
shooting. underscoring the urgent need for proactive measures. A study found that following established protocols led to

SECTION III - DEFINITIONS
Safety training shall be defined as Age-appropriate instruction and practice in responding calmly and effectively to
potential school threats, including but not limited to intruder scenarios, evacuations, and lockdown procedures.
This bill proposes to secure funding through a tax on reusable and refillable e-cigarettes, ensuring our schools have
the resources to prioritize student safety effectively. These refillable e-cigarettes will be taxed at $1.50.
SECTION V – PENALTIES/ENFORCEMENT
To ensure that schools in Minnesota prioritize essential education, a quarterly class must be taught; otherwise, the
state will have to withhold funding. The funding would be $5000 for the first offence, and if the schools still don't
cooperate, it would be another $1000 per quarter.
SECTION VI – EFFECTIVE DATE
This policy will take effect at the beginning of the 2026-2027 school year.
