BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Prohibit The Use Of Generative A.I. In Advertising
 
SECTION I - PURPOSE
To stop the use of A.I. in advertisements on billboards, transit, flyers, and displays.
 
SECTION II - JUSTIFICATION
As the use of artificial intelligence becomes more common, it’s evident that its use needs more restraints. Using A.I.
in advertising is especially troublesome because it can be used say or portray nearly anything, in contrast to human
actors and writers, who have their own morals and ideas. Generative A.I. also takes away opportunities from real people
by using their work and ideas without giving them any compensation. If passed this bill will ensure that advertising in
Minnesota stays human.
 
SECTION III - DEFINITIONS
Generative A.I./Artificial Intelligence shall be defined as a system of algorithms or computer processes that can create
novel output in text, images, videos, or other media based on user prompts.
Advertising shall be defined as techniques and practices used to promote products, services, opinions, or causes to the
public.
 
SECTION IV - FUNDING
This bill does not require funding.
 
SECTION V – PENALTIES/ENFORCEMENT
The organization or individual using generative artificial intelligence will be subject to a fine of $200 for a first
offense, and $400 for following offenses.
 
SECTION VI – EFFECTIVE DATE
March 1st, 2026
