BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Require Water Bottle Filling Stations in All Public Schools
The purpose of this act is to increase students’ access to clean drinking water by requiring each public school to
provide at least one water bottle filling station.
SECTION II - JUSTIFICATION
Hydration is essential for students’ health, focus, and academic performance. Many schools currently rely only on
outdated water fountains, which can be less sanitary and less efficient. Water bottle filling stations reduce plastic
waste, encourage reusable bottles, and provide a safer and faster way for students to access drinking water. This act is
simple, low-cost, and supports student wellbeing statewide.
SECTION III - DEFINITIONS
Water Bottle Filling Station: A wall-mounted or fountain-mounted device that dispenses filtered drinking water directly
Public Schools: All state-funded K–12 schools.
Funding will be provided through existing school facilities budgets. Schools may apply for small grants already
available for health and safety improvements. Districts are encouraged to purchase stations in bulk to reduce cost.
SECTION V – PENALTIES/ENFORCEMENT
The Department of Education will verify installation during routine facility inspections. Schools that do not comply
will receive a written notice and must install a station within 12 months.
SECTION VI – EFFECTIVE DATE
This act shall take effect on July 1, 2026.
