BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
ban the use of Generative Artificial Intelligence in Government settings
 
 
SECTION I - PURPOSE
The purpose of this bill is to make it so that the use of Generative Artificial Intelligence (GAI) is not allowed in
Minnesotan government settings regardless if it’s in the Legislative, Executive, or Judicial branch
 
 
SECTION II - JUSTIFICATION
The reason we need to ban AI in Government settings is because there have already been instances of AI used to introduce
bills, create court cases, and make military decisions. It’s not inherently wrong to use AI as a tool, however some
jurisdictions are already questioning if AI belongs in their courts, due to many lawyers using AI for case research
purposes and not fact checking, which has created false information. If we allow AI to take over important tasks in our
Government we will lose the integrity of what we do for our state and our people.
 
 
SECTION III - DEFINITIONS
Generative Artificial Intelligence (GAI): Artificial intelligence designed to produce output, especially text or images,
normally requiring human intelligence, typically by applying machine learning techniques to large collections of data.
Large language models (LLM’s): type of AI trained on vast datasets to understand and generate human-like text for tasks
like answering questions, summarizing, and translating.
 
 
SECTION IV - FUNDING
None necessary
 
SECTION V – PENALTIES/ENFORCEMENT
Creating anything such as a bill, casefile, or other document will have a mandatory rewrite without the use of GAI tools
or LLM’s. After five misconducts you will be removed from your position.
 
 
SECTION VI – EFFECTIVE DATE
January 1st, 2027
