BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Require Generative AI Education in Middle and High Schools
 
SECTION I - PURPOSE
The purpose of this bill is to create a curriculum regarding the environmental impacts of generative AI and to require
public middle schools to hold at least one seminar per school year.
 
 
SECTION II - JUSTIFICATION
With the rise of AI, the use of generative AI has increased in environments such as schools. Students have begun using
AI to complete assignments or to study. While AI can be used effectively in a positive manner, students should be aware
of the environmental impact that just a few AI inputs can have. It has been estimated that 10-50 medium sized responses
consume roughly 500ml of water. Teaching students about the environmental impacts of generative AI will help foster
responsible use of AI both in and outside of the school environment.
 
 
SECTION III - DEFINITIONS
“Generative AI” shall be defined as any form of artificial intelligence designed to produce an output, often consisting
of text or images.
“Seminars” shall be defined as a class held at a school in which a topic is discussed by a teacher.
“Medium sized response” shall be defined as an input into an artificial intelligence with roughly up to 800 words and an
output with 150-300 words.
 
 
SECTION IV - FUNDING
Funding will be provided by the Minnesota IT Services (MNIT) and will require $30,000. $15,000 for the curriculum costs
and $15,000 for teacher costs. The teacher costs were determined based on the fact that roughly 236 middle schools in
Minnesota will need 1-2 teachers to be paid roughly $22 per hour.
 
 
SECTION V – PENALTIES/ENFORCEMENT
If a school fails to hold a seminar by 2038, they will be given two months or until the end of the current school year
to hold one. If a seminar is not accomplished after the stated time period, the school will be fined $1,000.
 
SECTION VI – EFFECTIVE DATE
This bill will come into effect on January 1st, 2028.
