BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Create the Minnesota Extreme Weather Housing Alert Program
The purpose of this Act is to help Minnesotans stay safe during extreme weather by providing clear information on nearby
warming centers, cooling centers, and emergency shelters. The Minnesota Department of Public Safety will operate the
alert system using existing communication tools. This Act aims to reduce preventable harm during severe storms, heat
waves, and winter conditions. It offers a simple and voluntary way for people to receive clear updates.
SECTION II - JUSTIFICATION
Minnesota faces dangerous weather conditions every year, including freezing winters, severe storms, and intense summer
heat. Many residents, especially those without stable housing or people new to the community, don’t always know where to
go for temporary shelter. Minnesota’s existing emergency alert systems do not include shelter guidance — only weather
SECTION III - DEFINITIONS
Extreme Weather Alert: A text message or notification sent during severe weather that includes nearby shelter
Warming/Cooling Centers: Public facilities such as libraries, community centers, or shelters that open during dangerous
Voluntary Opt-In: Residents choose to sign up; no one is required to receive alerts.
This Act would use existing emergency communication resources within the Minnesota Department of Public Safety. No new
taxes or additional appropriations are required.
SECTION V – PENALTIES/ENFORCEMENT
There are no penalties included in this Act. The program is voluntary for both residents and participating shelters. The
Minnesota Department of Public Safety will oversee the program but will not impose penalties
SECTION VI – EFFECTIVE DATE
This Act would take effect upon passage.
