BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
PROHIBIT the Manufacture and Sale of Cosmetics Containing Microbeads in Minnesota.
 
SECTION I - PURPOSE
To keep Minnesota waters safe and clean like lakes and rivers by stopping microbeads pollution and encouraging cleaner
and safer cosmetic products for everyone.
 
 
SECTION II - JUSTIFICATION
This bill would require Minnesota companies to stop selling cosmetic products that contain microbeads because they
pollute lakes and rivers, harm fish and wildlife, and can even affect human health. Microbeads don’t break down and
accumulate in the environment, causing lasting harm. Microbeads enter the food chain when aquatic life in our lakes
ingest them, absorbing and transferring toxins that eventually reach humans. Because Minnesota relies on clean water and
a healthy ecosystem, banning these products protects nature, public health, and future generations while encouraging
safer alternatives. Additionally, the ban could drive innovation in environmentally friendly products, increase consumer
awareness about pollution, and showcase Minnesota’s leadership in environmental protection.
 
 
SECTION III - DEFINITIONS
what are microbeads: they are tiny plastic particles that are less than 5 millimeters in size
What are cosmetic products: products that are used for teeth, lip,hair and skin.
 
 
SECTION IV - FUNDING
all companies ands business affected have to get funding themselves
 
 
SECTION V – PENALTIES/ENFORCEMENT
business will have a to pay a ticket of 5,000 dollars on the first time and if business do not do as ask they will get
there business license suspended for 5 years
 
 
SECTION VI – EFFECTIVE DATE
2027 January
