BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Ban Assault Weapons Statewide.
 
 
SECTION I - PURPOSE
The purpose of this bill is to promote safety and reduce gun violence by lessening the amount of deadly assault weapons
in the hands of unstable people. It aims to help stop the deaths caused by guns.
 
 
SECTION II - JUSTIFICATION
Around 550 people die from gun related violence every year in Minnesota. Banning assault weapons in Minnesota shall
decrease these incidents. Even with regulations in Minnesota right now, guns are still purchased and used in dangerous
situations. Current regulations fail to address loopholes such as private sales when guns are sold from person to
person, rather than from licensed gun dealers. Banning these types of weapons in the only effective way to make
Minnesota safer and decrease the amount of gun violence.
 
 
SECTION III - DEFINITIONS
“Assault weapons” shall be defined as a semiautomatic assault firearm (pistol, shotgun, or rifle) with a detachable
magazine.
“Statewide gun ban” shall be defined as a law that prohibits the sale, manufacture, distribution, importation,
transportation, or position of assault firearms.
 
SECTION IV - FUNDING
Enforcing the ban requires funding that can come from new state taxes related directly to enforcing the ban.
 
 
SECTION V – PENALTIES/ENFORCEMENT
The penalty for any sale, manufacture, distribution, importation, transportation, or position of assault firearms will
lead to a fine up to $3,000 fine or up to one year jail sentence, or both. This shall be enforced by state police.
 
 
SECTION VI – EFFECTIVE DATE
The provisions of this act shall take on August 1, 2026.
