BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Require Free Swimming Safety Classes for Children Under 12 years old.
The purpose of this bill is to reduce the number of accidental drownings and increase water safety awareness among
SECTION II - JUSTIFICATION
Drowning is one of the leading causes of accidental death for children in the US. Many of these deaths are preventable
through basic swimming and water safety education. This bill ensures that all children in our state have free access to
essential swimming lessons regardless of income or background.
SECTION III - DEFINITIONS
Eligible Children - Any child residing in the state who is under the age of 12.
Swimming Safety Lessons - Structured programs that help teach basic swimming skills, floating, treading water, and water
Funding will come from state education and health department budgets. Grants and partnerships may also be established
with local pools and nonprofits.
SECTION V – PENALTIES/ENFORCEMENT
Parents who fail to enroll there child in swimming lessons before they turn 12 they will receive a warning, will be
given 6 months to enroll there children in lessons, and may be subject to a small fine of $25-$50. If parents or
agencies knowingly misreport they may be subject to a fine of $100-$150.
