BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
require medically accurate sex education in Minnesota public schools.
 
SECTION I - PURPOSE
The purpose of this bill is to ensure that sex education in public school districts in Minnesota is medically accurate
and covers more areas of sex education then it currently does.
 
SECTION II - JUSTIFICATION
Minnesota school districts currently need to have a plan to prevent or reduce the risk of sexually transmitted diseases.
They do not need to cover the use of contraception. They also do not need to cover Human Immunodeficiency virus or
Acquired Immunodeficiency Syndrome. Nothing is specified regarding age specific material, and moral responsibility in
sexual restraint, and healthy relationships. This would help people understand why we have laws regarding sexual
consent, and the importance of consent in sexual relations. Enforcing medically accurate sex education would also make
it so that there is scientific truth to the teachings of all school districts, and there aren’t different definitions of
sex education between district lines.
 
SECTION III - DEFINITIONS
Sex Education and Sexual Education shall be defined as the instruction of issues relating to human sexuality, including
human sexual anatomy, sexual activity, sexual reproduction, safe sex, birth control, sexual health, reproductive health,
emotional relations, emotional responsibilities, age of consent, and reproductive rights.
Medically accurate shall be defined as rules promulgated by the Minnesota department of health.
 
 
SECTION IV - FUNDING
Any funding needed to implement this law shall be provided from the Minnesota Department of Health and Minnesota
Department of Education general appropriations.
 
SECTION V – PENALTIES/ENFORCEMENT
The Minnesota Department of Education is responsible for overseeing the implementation and enforcement of medically
accurate sex education. Schools/districts that don’t comply will be at risk for future budget cuts.
 
SECTION VI – EFFECTIVE DATE
The bill will become effective January 1st, 2027.
