BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Decrease the Average Vehicle Size on Our Roads
 
SECTION I - PURPOSE
The purpose of the bill is to make our roads safer, quieter, and less congested. This bill adds a $5000 tax incentive to
all vehicles weighing less than 3200 pounds with a hood height of 34 inches or under bought in Minnesota for over $5000.
This will incentivize car manufacturers to produce more small and light cars and for people to buy smaller and lighter
cars. This will also get rid of the sales tax for qualifying cars.
 
SECTION II - JUSTIFICATION
Larger cars take up more space, have higher hoods, cause more noise pollution, and more emission pollution. By imposing
taxes on these larger cars and incentivizing the buying of smaller cars we can reduce noise pollution and emission
pollution, as well as reduce traffic and road deaths.
 
SECTION III - DEFINITIONS
Traffic is defined as the vehicles, pedestrians, ships, or planes moving along a route.
Vehicle is defined as a thing used for transporting people or goods.
A larger vehicle is defined as a vehicle built on a truck chassis that weighs over 3500 pounds and has a hood height
over 40 inches.
A pickup truck is defined as a vehicle built on a pickup truck chassis that has a cargo bed behind the cabin without a
roof and with three short vertical walls. All pickup trucks fall under the new sales tax except for exemptions outlined
in the funding section of this bill.
A small vehicle is defined as being less than 3200 pounds with a hood height of less than 34 inches
 
SECTION IV - FUNDING
This bill will be funded by an increase in the sales tax on larger vehicles and pickup trucks at a rate of 15% the price
of the car. There are exemptions for those buying a vehicle for the use of a company, for example, someone buying a
truck to haul lawnmowing equipment. This tax would be added when the owner of the vehicle chooses to register it with
the state which means the vehicle can be bought from anywhere. Rental car companies and other companies that sell car
transportation are also exempt from these taxes but cannot receive any tax incentives. The amount of money collected for
this tax will be way higher than the amount given out for the tax incentive, so this bill needs no other funding.
 
SECTION V – PENALTIES/ENFORCEMENT
I you do not pay the tax associated with the buying of a SUV or truck that falls under the tax range you will be
punished in accordance with the laws on tax evasion.
I you claim money from this tax exemptive which you do not qualify for it you will be charged in accordance with state
laws for money laundering.
 
 
SECTION VI – EFFECTIVE DATE
The tax incentive and tax will go into effect on November 1st, 2026. This will give time for car manufacturers to adjust
the number of cars they make to accommodate for a change in the type of vehicles people are going to buy.
