BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Save 1 month of money for the Supplemental Nutrition Assistance Program (SNAP) for when the Minnesota state government
is shut down and SNAP has no money left in Minnesota.
 
SECTION I - PURPOSE
The purpose of this bill is to make it so SNAP has money to use if the Minnesota state government is shut down and SNAP
has no money so then Minnesota funds SNAP in their state.
 
SECTION II - JUSTIFICATION
No one should starve ever, and SNAP helps a lot with that and if SNAP has no money people in Minnesota will starve and
many people need SNAP to survive due to how costly groceries are. Even I get most of my food from SNAP because my dad is
in school right now. Which makes me one of the 440,000 people in Minnesota who receive SNAP benefits.
 
SECTION III - DEFINITIONS
Supplemental Nu/trition Assistance Program (SNAP): SNAP provides food benefits to low-income families to supplement
their grocery budget so they can afford the nutritious food essential to health and well-being.
Sales Tax: A tax on receipts from sales, usually added to the selling price by the seller.
 
 
SECTION IV - FUNDING
It will raise sales tax on restaurant food in mn from 6.875% sales tax to 6.876% sales tax and use that extra .001% to
save for possible emergency SNAP funding.
 
 
SECTION V – PENALTIES/ENFORCEMENT
No enforcement is needed because there are no laws.
 
 
SECTION VI – EFFECTIVE DATE
This bill will go into effect February 1st, 2026
