BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Small business supply chain support
The purpose of this bill is to support small businesses by providing resources and assistance to help them manage and
recover from supply chain disruptions
SECTION II - JUSTIFICATION
Small businesses often struggle during supply chain problems because they lack the resources and connections larger
companies have. This bill is needed to help level the playing field and ensure small businesses can survive and thrive
during unexpected disruptions.
SECTION III - DEFINITIONS
Small Business: A business with fewer than 50 employees or annual revenue below a specified threshold set by local
Supply Chain Disruption: Any incident that causes delays, shortages, or interruptions in the delivery of goods or
materials essential for business operations.
Emergency Assistance: Immediate support and resources provided during urgent situations to help businesses continue
Funds will be all collected from local or state government budgets to create and maintain training programs, advisory
services, and emergency response teams dedicated to helping small businesses with supply chain issues.
SECTION V – PENALTIES/ENFORCEMENT
Companies or organizations that intentionally disrupt supply chains unfairly may face penalties, with designated
government agencies responsible for enforcing these rules to ensure fair practices and compliance.
SECTION VI – EFFECTIVE DATE
This bill will take effect 90 days after its passage to allow time for the setup of programs and all location of
