BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Improve Access to High Quality Education for Students in Minnesota
The purpose of this bill is to make sure that every child in Minnesota can attend a school that meets their individual
needs and preferences and allows them to get the best possible education. This may be a public, private, or charter
school. The purpose of this bill is also to help remove financial barriers for students to attend a school that they,
and their parents, think is best for them.
SECTION II - JUSTIFICATION
Every student in Minnesota is different, and going to a school that best meets their individual needs gives them the
best shot at success. For some students, the local public school may not provide the specialized support, cultural
alignment, or environment they need to thrive. This bill would allow all families, regardless of financial means, to
access the education that is best for their individual child. This could help to lower income disparities over time.
SECTION III - DEFINITIONS
Public School: A state government-funded and run school.
Private School: A school supported by a private organization or private individuals rather than by the government.
Charter School: A tuition-free public school that operates independently from traditional public school districts
This program will have 2 sources of funding. A small percentage of growth allocations from the state education funding
budget, as well as donations from private organizations.
1. The program will be funded in part by 5% of the education growth budget being allocated for this purpose. This will
NOT take away any current funding from the public schools, as the program will only be funded by new money added to the
2. This program will also be open to donations from private organizations or individuals who wish to contribute. A
donation account will be set up for this purpose.
The funds gathered for the program will be put into a fund that will then be distributed to families that apply for the
program. Because 5% of the education growth funding will be added every year, the amount in this program will grow over
time. Low income families will be prioritized as the first recipient of the money from the program.
SECTION V – PENALTIES/ENFORCEMENT
To ensure that the money from this program is being used for the intended purpose, the money will be paid directly from
the government to the school. This will remove the possibility that families accepted into this program will be using
the money for other purposes.
In order to be eligible for funding from this program, all private schools must meet strict academic standards.
SECTION VI – EFFECTIVE DATE
This bill, if passed, will go into effect at the beginning of the next school year.
