BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Protect The Woman’s Right To Women’s Rights
 
SECTION I - PURPOSE
This act is to protect women in areas that are supposed to be safe. This act is also to maintain equality in athletics.
1A Biological Males are prohibited from being within the vicinity of or using the utilities within women’s lavatories.
2A Biological Males are prohibited from being within the vicinity of women’s changing rooms or using women’s changing
rooms to dress or undress.
3A Biological Males are prohibited from participating in women’s sports.
3B Biological Males are prohibited from receiving accolades in women’s sports
3C Biological Males are prohibited from holding official achievement records in women’s sports.
 
SECTION II - JUSTIFICATION
There are many ways to justify an act such as this. According to Fox News a transgender Wyoming woman sexually assaulted
a 10-year-old girl in a women’s bathroom. This is significant because a women’s bathroom supposed to be safe and in this
case it was not, if it is possible for sexual assault to happen in a bathroom which is supposed to be safe, there needs
to be some serious restrictions to prevent it. According to Fox News, a transgender Wisconsin woman flashed four
freshman girls in their locker room after a swim class. This is significant because the locker room is supposed to be a
private changing area designated for biological females and biological males should not be allowed to show their private
parts in a space such as this. According to The New York Post a 50 year old biological male who identifies as
transgender was allowed to compete against teenage girls at a swimming event in Canada. Parents supposedly had to build
a makeshift tent out of towels to shield girls as young as eight in the Locker room. There are three very significant
factors to consider here: the fact that a biological male was allowed to compete against women, the fact that he was
able to go into a women’s locker room, and the fact that a 50 year old was able to compete against 8 year olds. I will
address one of the issues. Biological males mustn’t be able to compete against women because biological males have a
scientifically proven advantage against women in terms of strength and all athletic abilities.
 
SECTION III - DEFINITIONS
D1 Biological Males are defined as a person who at birth contain XY chromosomes.
D2 A lavatory is a place where people can use a toilet and/or sink.
D3 For the purposes of this proposal, ‘within the vicinity’ is defined as at least two feet away from the entrance.
D4 Women’s Sports is defined as sporting activities specifically organized for athletes other than Biological Males.
 
SECTION IV - FUNDING
No funding needed.
 
SECTION V – PENALTIES/ENFORCEMENT
1st Offense penalizes with $150 fine.
2nd Offense penalizes with $500 fine and 15 hours of community service.
3rd Offense penalizes with one month jail time, 700 dollar fine and 30 hours of community service
4th Offense penalizes 6 months jail time, 1000 dollar fine and 50 hours community service
5th Offense penalizes with 1 year jail time, 1500 dollar fine, 150 hours community service
 
SECTION VI – EFFECTIVE DATE
January 1st 2027
