BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Increase k-12 teachers pay by 10%
 
SECTION I - PURPOSE
The purpose of this bill is to better the education in Minnesota by lessening the teacher shortage by increasing the
salary of teachers who teach grades k-12 by 10%.
 
SECTION II - JUSTIFICATION
Teachers are significantly underpaid, especially considering how important they are in the future of kids. Did you know
that 87% of teachers report that low pay is a serious concern. If teachers aren’t paid enough they might need to get
another, or multiple jobs to cover the cost of living, materials for their classroom, and any student loans. This can
lead to burnout, causing teachers to quit. Other states raise their teachers pay and now it is Minnesota’s turn to help
teachers. Teachers' pay has increased over the years but never has there been a specific bill enforcing it. Nobody
should have a problem with this and it doesn’t go against the state or federal constitution or federal law.
 
SECTION III - DEFINITIONS
1. “K-12” shall be defined as grades kindergarten through 12th grade
2. “Salary” shall be defined as the amount of money someone earns per year from one specific job
 
SECTION IV - FUNDING
This bill costs approximately 3 million dollars and the funding for this bill will come from the money that goes to
public schools. It is shown that public schools get about 12 billion dollars each year and 3 million isn’t even 1
percent of 12 billion so it would barely make a dent in public school funds.
 
SECTION V – PENALTIES/ENFORCEMENT
This bill will be enforced by the Minnesota Department of Education. The penalty for any school district or school who
does not pay their teachers 20% more from the 2025-2026 school year to the 2026-2027 school year and beyond will be a
strict monitoring of teacher’s salary for the next 5 years and an immediate increase in the teacher’s salaries.
 
SECTION VI – EFFECTIVE DATE
This bill will be put into place July 1, 2026.
