BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Establish the Civic Engagement Incentive Act
The purpose of this act is to increase youth civic involvement by creating the Civic Engagement Incentive Program,
allowing Minnesota residents ages 16–30 to earn Civic Credits through verified community service. These credits can be
exchanged for college scholarships, tuition assistance, internships, and career development opportunities.
SECTION II - JUSTIFICATION
Minnesota faces declining civic participation and rising financial pressure on students and young adults. This act
directly addresses both issues by rewarding community service with meaningful educational and career benefits. By
offering scholarships and workforce opportunities in exchange for service, the state encourages civic responsibility,
expands access to higher education, and strengthens local communities. This program supports youth, nonprofits, and
underserved neighborhoods while investing in a more engaged and educated future workforce.
SECTION III - DEFINITIONS
“Civic Credits” — State-issued credits earned through approved community service hours.
“Community Service” — Verified volunteer work benefiting Minnesota communities, including nonprofit assistance, elder
support, neighborhood projects, and public service activities.
“Eligible Participants” — Minnesota residents ages 16–30 registered in the Civic Engagement Incentive Program.
“Verified Hours” — Service hours confirmed by a nonprofit organization, public agency, school, or approved local
“Scholarship Rewards” — Education grants, tuition reductions, or internship placements granted in exchange for Civic
This program will cost an estimated $10–15 million annually. Funding will come from a combination of:
An allocation from the Minnesota Higher Education budget,
Workforce development funds within DEED, and
Partnerships with Minnesota businesses and nonprofits providing internships or matching scholarship contributions.
No new taxes are required, as funds will be reallocated from existing state education and workforce programs.
SECTION V – PENALTIES/ENFORCEMENT
The Minnesota Department of Employment and Economic Development (DEED) and the Office of Higher Education will oversee
program compliance, verify hours, distribute Civic Credits, and prevent fraud. There are no punitive penalties for not
participating, as the program is entirely voluntary. However, any organization or participant found falsifying hours
will be removed from the program and barred for up to three years.
SECTION VI – EFFECTIVE DATE
This act shall take effect on July 1, 2026, allowing the state sufficient time to develop the digital credit system,
partner with local organizations, and set scholarship allocations.
