BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Pay Minnesota residents to foster animals until they get adopted
 
SECTION I - PURPOSE
The purpose of this bill is to promote fostering animals in various ways to help shelters from becoming overcrowded. A
few ways people can help are fostering animals in their homes to help with the shelters' costs and the amount of
euthanization that happens in them. People can either get funds to pay for food or get paid weekly for taking care of
them in their own home. The people of Minnesota should foster more animals, and there will be fewer out on the streets!
 
SECTION II - JUSTIFICATION
With shelters being so full nowadays, they are shutting down left and right, and all those animals don't have anywhere
to go. As a result, they die or wander, and I want to prevent that by promoting fostering to the public and providing
them with pay to care for them. The more the public fosters, the fewer animals that would be euthanized or die from not
having the food or shelter they need. If more animals are adopted/ fostered, that will also cut their costs, so they
won't have to shut down because of it.
 
SECTION III - DEFINITIONS
-An animal refers to any living creature except humans.
-Euthanzation refers to putting down or killing an animal
-Foster refers to taking care of animals in your own home (Usually from shelters)
 
SECTION IV - FUNDING
These shelters can partner with funding organizations to compensate. Then those shelters can advertise to foster for
paychecks, and people who maybe need a job or want a side hustle can foster, and they would have benefits.
 
SECTION V – PENALTIES/ENFORCEMENT
Before people can foster, they must be informed of the current laws regarding what to do and not do with animals, and
they must sign off on the animal. In the case they break any of the current laws, like abusing them or keeping them
outside and not feeding them, and anything related to that, they won't be eligible to foster or adopt again. These
people will be fined for the amount they were being paid. For example, if they were paid 3 weeks of fostering but
authorities find out they broke the law, they will pay their 3 weeks back.
 
SECTION VI – EFFECTIVE DATE
July 1st 2027
