BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Make Public Intoxication Illegal in the State of Minnesota.
 
SECTION I - PURPOSE
Currently in the state of Minnesota, it is legal to be publicly intoxicated and this bill will bring in a new law to ban
being publicly intoxicated through field sobriety tests or alcohol percentage in their blood.
 
SECTION II - JUSTIFICATION
Having this law passed makes our state as a whole look better because if you go to a park or on a walk you don’t want to
see or smell someone who is publicly intoxicated. Throughout this bill it proceeds to make a great impact on people on
our state, this bill requires rehab so they can learn from their mistakes.
 
SECTION III - DEFINITIONS
If someone is over the legal alcohol limit of 0.08% of alcohol in their blood, or if they fail field sobriety tests.
 
SECTION IV - FUNDING
No funding required.
 
SECTION V – PENALTIES/ENFORCEMENT
A fine for $500
And/or up to 6 months of jail.
9 months of rehab.
 
SECTION VI – EFFECTIVE DATE
July 1st 2025
