BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Ban Teslas
 
SECTION I - PURPOSE
The purpose of this bill is to stop the sale and use of Tesla-branded motor vehicles within the state. This act is
intended to address safety, consumer protection, and environmental concerns associated with the use of Tesla vehicles.
 
SECTION II - JUSTIFICATION
This bill is necessary because multiple issues have arisen involving Tesla cars in the state. These concerns include
reports of malfunctioning autopilot systems, battery fires, and unreliable self-driving technology that has led to
accidents and injuries. Additionally, Tesla’s charging infrastructure has been criticized for being inconsistent,
leaving drivers stranded and putting stress on local electrical grids. By banning Teslas, the state aims to protect
public safety, reduce risks on the road, and encourage the use of safer and more reliable vehicle options.
 
SECTION III - DEFINITIONS
“Tesla” refers to any motor vehicle manufactured by Tesla, Inc.
“Sale” refers to any commercial transaction in which a Tesla vehicle is purchased, leased, or transferred within state
lines.
“Operation” refers to driving, parking, charging, or otherwise using a Tesla vehicle on public or private roads within
the state.
“Existing Owner” means a person who purchased a Tesla prior to the passage of this act.
 
 
SECTION IV - FUNDING
This bill does not require additional funding. Implementation and enforcement will be handled using the existing
resources
 
 
SECTION V – PENALTIES/ENFORCEMENT
Beginning on the effective date, any dealership or private seller who sells a Tesla vehicle within the state will be
subject to a civil fine of up to $5,000 per violation. Individuals operating a Tesla on state roads after the effective
date will receive a $500 citation for each offense. The State Highway Patrol and Department of Motor Vehicles (DMV) will
be responsible for enforcing the provisions of this act.
 
 
SECTION VI – EFFECTIVE DATE
This act shall take effect 6 months after it is passed
