BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
The Green Intelligence Act
 
SECTION I - PURPOSE
A. AI data centers over 100,000 square feet shall be limited to an annual average of 100 gallons per square foot of
facility space.
B. Companies can recycle at least 80% of their total water consumption to get by this cap.
C. Companies will disclose any related information to the public, every 6-months.
 
SECTION II - JUSTIFICATION
An AI data center is a specialized facility that houses the IT infrastructure required to train, deploy, and deliver AI
applications and services. It is specifically designed for high-performance computing to handle the resource-intensive
workloads of artificial intelligence, which would overwhelm traditional data centers.
 
SECTION III - DEFINITIONS
This bill will be implanted by the Minnesota Pollution Control Agency and Department of Health, in correspondence with
each other.
 
SECTION IV - FUNDING
If an AI data center exceeds its annual limits, the company shall be fined $10,000 for every 1,000 gallons
