BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Equalize School Funding for Sports and Fine Arts
The purpose of this bill is to give fine arts as much of an opportunity to succeed and let all students have the same
SECTION II - JUSTIFICATION
In all Minnesota schools students need at least 1 Fine Arts credit to graduate, this is made hard if they have low
funding and not enough resources to have a good set curriculum. while the physical ed, and sports get much more funding
and shiny new equipment, Music and art classes are always first on the chopping block. This is not saying that arts are
more important than sports, just saying that arts deserve as much of a chance. Arts aren't just limited to Painting,
there are many different kinds including band, choir, acting, photography, digital art, creative writing, etc. while
government funding is not the only way these programs get funding it is the biggest one, others include but are not
limited to fundraisers, booster clubs, and grants.
SECTION III - DEFINITIONS
Fine Arts: Creative visual art that can be appreciative for their imaginative content, can also include performing arts.
Sports: an activity using physical exertion that competes individually or on teams.
School Funding: money provided from the government to finance school salaries, programs, and resources.
Fundraisers: events held to generate financial support.
Booster clubs: volunteer organization composed of, parents or community members that fund school groups or programs.
Grants: a sum of money given to a group from an organization for a particular purpose.
The extra funds for Fine Arts programs will come from the schools sports funds (comes from the states general fund) so
that they will in the end have equal funds.
If the sports programs need excess funds for any reason they can fundraise.
SECTION V – PENALTIES/ENFORCEMENT
If schools do not comply their sports funding will get cut and they will have to rely on fundraising.
