BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
College Cost Transparency.
The proposed legislation aims to hold colleges and universities accountable for the financial aspects of their
educational programs. In response to rising higher education costs, the bill seeks to enhance transparency in pricing
and regulate tuition fees more strictly.Institutions will be required to provide detailed itemized accounts of all fees,
including tuition, technology, and activity charges. They must justify any tuition increases clearly, ensuring students
and families are informed about their financial investments.Additionally, the bill addresses the financial pressures of
housing and meal plans, emphasizing the need for affordable options as many students relocate for their education. By
doing so, it aims to foster conversations about financial considerations in higher education.Ultimately, the legislation
aspires to promote affordability and accessibility, enabling students from diverse backgrounds to pursue their academic
goals without facing overwhelming financial barriers. The Department of Education will create standardized forms
outlining tuition, mandatory fees, average room and board costs, estimated expenses for books, and other personal costs

SECTION VI – EFFECTIVE DATE
The College Cost Transparency bill will be effective December 1, 2026.
