BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
The student bathroom safety and vape prevention act
 
SECTION I - PURPOSE
 
The purpose of this bill is to reduce student vaping in schools by providing state-funded grants for the purchase and
installation of vape detectors in bathrooms and other high-risk areas.
 
SECTION II - JUSTIFICATION
Vaping has become one of the most common and harmful issues in middle and high schools. Students frequently vape in
bathrooms, creating unsafe environments and increasing health risks. Many schools cannot afford vape detectors on their
own. Providing state funding will help schools prevent vaping, reduce disciplinary problems, and create a safer and
healthier environment for all students.
 
SECTION III - DEFINITIONS
Vape Detector: A sensor device that identifies vape aerosol or smoke and sends real-time alerts to school staff.
High-Risk Area: Locations where vaping commonly occurs, such as bathrooms, locker rooms, and low-traffic hallways. Grant
Program: A state-funded system that allows schools to apply for money to purchase and maintain vape detector.
 
SECTION IV - FUNDING
The state will allocate $5 million per year to create a School Vape Prevention Grant Program. Each public middle and
high school may receive up to $12,000 annually to purchase vape detectors, install them, and maintain the alert system.
 
SECTION V – PENALTIES/ENFORCEMENT
The State Department of Education will oversee the grant program and ensure funds are used properly. Schools receiving
funding must install the detectors within 12 months. Schools must also submit an annual report on vaping incidents.
Schools that misuse funds may lose future grant eligibility.
 
SECTION VI – EFFECTIVE DATE
This bill will take effect at the beginning of the next fiscal year following its passage.
