BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Create a new permit to build and operate Molten Salt Nuclear Power Plants.
 
SECTION I - PURPOSE
To make a new permit that private energy providers can obtain to have permission to build next generation nuclear power
plants. To be regulated by the Minnesota Department of Commerce.
 
SECTION II - JUSTIFICATION
Currently Minnesota has two nuclear power plants in operation that are generation two (2) power plants, there is a ban
on the building of new gen two (2) in the state. This permit would make way for the new generation five (5) power
plants. They have many more safety measures and work much more efficiently without as much nuclear by-product.
 
SECTION III - DEFINITIONS
Molten Salt Nuclear Power Plant: a type of nuclear reactor that uses molten salts as both a coolant and a fuel carrier
Private Energy Providers : a business that owns and/or operates facilities and provides services for the production,
distribution, and sale of energy resources like electricity, natural gas, oil, and other fuels
Permit: an official document giving someone authorization to do something.
Power Plant: the process of converting energy from a primary source into electricity, typically by using a turbine
generator
By-Product: an incidental or secondary product made in the manufacture or synthesis of something else.
Minnesota Department of Commerce: the state government agency responsible for regulating various industries to protect
consumers and ensure a fair, competitive marketplace
Nuclear Regulatory Commission (NRC): U.S. agency that licenses and regulates the civilian use of nuclear energy and
materials to protect public health and safety, the environment, and national security.
Minnesota Department of Health (MDH): responsible for Minnesotans' public health, including disease control and
prevention, environmental health, public policy, and regulation of health care providers.
 
SECTION IV - FUNDING
The funding to upkeep paperwork and operation of the permit within the Department of Commerce will come from a fee that
permit holders will pay annually of 10,000 dollars.
 
SECTION V – PENALTIES/ENFORCEMENT
ENFORCEMENT: Department of Commerce - analyzing proposed projects and assisting in paperwork and investigations required
for the permit.
For OTHER OFFICIAL INSPECTIONS:
Nuclear Regulatory Commission (NRC) - the primary agency that regulates and investigates nuclear power plants in
Minnesota for safety and security.
Minnesota Department of Health (MDH) - investigates environmental impacts by monitoring radioactivity
PENALTIES: If state facilities do not have the permit available by July 1st, 2027 they will have government funding
withheld until it is made available.
ALL INSPECTIONS WILL BE PAID AT THE TIME OF INSPECTION AND FOR DURATION OF INSPECTION.
 
 
SECTION VI – EFFECTIVE DATE
Permits will be available July 1st, 2027
