BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Provide Free Childcare For Families That Make A Combined 100k Or Less.
 
SECTION I - PURPOSE
The proposed bill is to give families more financial stability and freedom to spend money on other necessities like food
and housing.
 
SECTION II - JUSTIFICATION
This is justified because some families can’t afford childcare and just take care of their children because they can’t
afford the high cost of child care. Minnesota has the third highest infant care cost in the country with an average cost
of $22,000.
 
SECTION III - DEFINITIONS
Free childcare for all children up to kindergarten for families that make a combined 100k or less.
 
SECTION IV - FUNDING
This will be funded small taxes and grants from the government. The state government will set aside money each year for
the the expenses.
 
SECTION V – PENALTIES/ENFORCEMENT
If a childcare place is reported for charging for families, there will be an investigation. If found to to charging
families it will be shut down or fined double the amount billed to families.
 
SECTION VI – EFFECTIVE DATE
January 1st 2027
