BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Make a plot of land for your grave more affordable.
 
SECTION I - PURPOSE
The purpose of this bill is to make it more affordable to buy and have plots of land for graves and burial sites for
individuals and families.
 
SECTION II - JUSTIFICATION
The high cost of purchasing grave plots and burial sites places a significant financial and emotional burden on many
individuals and families. Nearly 3 in 5 Americans, or 57% stated they could not afford a loved one’s funeral costs
without accumulating debt, and Grave plots can vary but range from $1,000 to $5,000.
 
SECTION III - DEFINITIONS
1. Grave plot: a designated, purchased piece of land in a cemetery for the burial of a deceased person's body or
cremated remains.
2. Burial: a method of final disposition where a dead body is placed into the ground.
 
 
SECTION IV - FUNDING
Funding would come from taxing coffins .01 from the 700 million they make, and this will make 7 million, and it will be
put into a program that people can apply for, saying they need money or help buying a plot of land
 
SECTION V – PENALTIES/ENFORCEMENT
Owners of grave plots who violate the requirements of this bill will be subject to fines of up to $400.
 
SECTION VI – EFFECTIVE DATE
January 1, 2027
