BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Cap insulin prices for Minnesotans to $20 dollars for a months supply
The purpose of this bill is to insure that all Minnesotans have access to insulin regardless of status of insurance or
lack thereof by requiring companies which sell insulin to put a limit on the price per month.
SECTION II - JUSTIFICATION
Many Minnesotans struggle with paying for insulin due to high month to month prices. High prices lead to those who
cannot afford rationing insulin. Rationing can lead to life-threatening complications like diabetic ketoacidosis (DKA),
a medical emergency that can result in coma or death. This bill will cap the maximum amount any company charging for a
month's supply of insulin in the state of MN to $20. Insulin costs around $2 to $10 per vial to make. Insulin costs
around $72-$118 per 1000 units. 1000 Units lasts around 15 days typically, depending on the type. some types of insulin
can even be as expensive as $858 per month.
Capping insulin prices to $20 a month for every Minnesotan will allow for stable access for all.
SECTION III - DEFINITIONS
“Minnesotan” is everyone who actively resides in the state of MN
“Months Supply” Shall be the amount of insulin needed for a 31 day period, regardless of type
"Insulin" is to be any form/type of insulin utilized by humans for diabetic needs
No Funding is required for this bill.
SECTION V – PENALTIES/ENFORCEMENT
Any Corporation found overcharging or giving less insulin then required for a persons monthly need shall be required to
cover their monthly insulin needs for the following 2 years.
SECTION VI – EFFECTIVE DATE
Effective Date: June 1st, 2026
