BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Require Getting A Mental Health Screening Before Being Able To Purchase A Firearm Or Conceal And Carry In The State Of
Minnesota
 
SECTION I - PURPOSE
This bill is to prevent people who could be a danger to themselves or society from getting access to a gun
 
SECTION II - JUSTIFICATION
Over the years gun violence has been a big issue and one of the reasons is because of mental health. Many people in
Minnesota can get access to a firearm because of the lack of concern for mental illness and making sure that people who
are struggling with that are not able to get a hold of a gun. This bill is a step towards stopping that. By voting for
this bill, you can help reduce the amount of crimes committed by people with mental illness in the State of Minnesota.
 
 
SECTION III - DEFINITIONS
Firearm- A type of gun that uses an explosive charge
Conceal and Carry- A permit to carry a gun on you
Mental illness- disorders that affect your mood, thinking, and behavior
Low income- the bottom 15%, around $25-30,000 a year
 
SECTION IV - FUNDING
Increasing taxes on alcohol by 1% to help fund for people who make a low income and can not pay for a mental health
screening so the state will help them.
 
SECTION V – PENALTIES/ENFORCEMENT
If you were somehow able to buy a gun without getting the mental health screening, you would get the same punishments as
you would if you bought the gun without the proper authorization such as background checks, training, waiting period,
age restrictions, etc. The punishments could consist of time in prison or permanent ban on owning a firearm

January 31st, 2026
