BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Eliminate All Non-Medical Vaccine Exemptions In Schools
This bill will eliminate all non-medical exemptions to current vaccine requirements in schools.
SECTION II - JUSTIFICATION
Highly contagious diseases, such as measles, require approximately a 95% vaccination rate for herd immunity. School
vaccine requirements prompt a rise in vaccination rates, as has been shown in other states that have implemented this
policy, like California. Herd immunity protects the most vulnerable populations, including young children, people
allergic to components of vaccines, and immunocompromised people.
SECTION III - DEFINITIONS
1. Schools: private or public elementary or secondary school, child day care center, day nursery, nursery school, family
day care home, or development center
2. Required Vaccines: Hepatitis B (Hep B), Diphtheria, tetanus, and pertussis (DTaP), Measles, mumps, rubella (MMR),
Polio (IPV), Pneumococcal (PCV), Haemophilus influenzae type b (Hib), Varicella (chickenpox), Hepatitis A (Hep A), and
any vaccines added to the requirements by the Minnesota Department of Health; the immunization schedule and dose
requirements for each vaccine will stay consistent with those outlined by the Minnesota Department of Health
3. Non-medical exemption: any exemption currently allowed under the law that is not medically necessary as signed off on
Current funding for vaccine requirements in schools is adequate.
SECTION V – PENALTIES/ENFORCEMENT
Students not in compliance with the updated vaccine requirements will be unable to enroll in school. Students with
special education plans will still have access to those resources.
