BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Categorize murder as self defense in other words adopting the stand your ground law.
The purpose of this is to modify the current laws for murder to be classified as self defense in other words adopting
stand your ground law. The purpose it serves is to protect the citizens who utilize murder in acts of self defense to be
SECTION II - JUSTIFICATION
Minnesota follows the Duty to Retreat law. This limits self defense rights. Imposes burdens and is impractical in many
scenarios. This law requires victims to first have a REASONABLE perception of danger and attempt to retreat to a “safe”
place before acting in self defense unless they are in their home. the castle doctrine will be implemented. If they do
not retreat safely, they have to use proportional force. Which can be impractical as it contradicts the first rule. If
someone were to use physical force and were stronger. It would not be proportional to also use physical force. This law
invalidates the victims perspective and limits the rights of self defense. Therefore, we need to adopt the stand your
ground law. As this law will put a citizen's safety and allow them to defend themselves without a duty to retreat or
have to use proportional force.
SECTION III - DEFINITIONS
Section III — Definitions
Duty to retreat law (DTR) - “requires a person to make a reasonable attempt to safely escape a threatening situation
before using force, particularly deadly force, in self-defense”
Beyond a Reasonable Doubt - This term is one of the highest standards of proof required in a criminal trial. As it means
the defendant's guilt has to be proven innocent BEYOND a reasonable doubt.
Stand Your ground law (SYG) - allow individuals to use force, including deadly force, to defend themselves against a
perceived threat without the duty to retreat first
Castle Doctrine - The castle doctrine is a legal principle that permits the use of reasonable, even deadly, force to
protect oneself from an intruder in one's home. It removes the legal "duty to retreat" for an individual in their home,
allowing them to stand their ground against an unlawful and dangerous entry.
Proportional force - “Any defensive action must be proportional to the threat. This means you can't use deadly force
unless the threat to your life or safety is equally severe. For example, if someone shoves you, grabbing a weapon would
likely exceed what the law considers reasonable.”

If people abuse it they will be penalized to 10 years in prison or punishable by a fine up to 50,000$

It will be in effect immediately.
