BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Regulate the brightness of LED car headlights
To help safety on the road by regulating the brightness of LED headlights that affect other drivers vision, by fining
any car with LED headlights over 6,000 lumens in non rural areas.
SECTION II - JUSTIFICATION
The brightness of newer cars LED headlights is effecting the visibility of other drivers during nighttime and making
SECTION III - DEFINITIONS
LED headlights: Any car headlight labeled as LED made after the year 2010.
Non rural: anywhere where the average population per square mile exceeds 24 people.
The initial investment of the lumen detectors will come from the fines of broken headlights, then once fines are gotten
from exceeding lumen limits the money will be used for any subsequent expansion or maintenance.
SECTION V – PENALTIES/ENFORCEMENT
The penalty is an $80 fine. We will use lumen detectors to enforce the law.
