BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Loosen Zoning Laws
 
SECTION I - PURPOSE
This bill aims to loosen the harsh restrictions of zoning laws in order to make more walkable cities. The current zoning
laws dictate that housing and commercial zones must be completely separate from each other. If we can change that so
these zones can be more integrated, cities across Minnesota or even suburban towns can be more walkable.
 
SECTION II - JUSTIFICATION
Walkable cities have been proven to boost community and social health drastically in comparison to non-walkable cities.
Higher community health leads to better cities in terms of lower chances of residents developing chronic illness, better
mental health, and longer life expectancies.
 
SECTION III - DEFINITIONS
Social health: “The quality and depth of social connections and relationships that influence an individual's overall
well-being.” - CDC
Zoning Laws: “municipal or local laws and regulations that govern how real property can and cannot be used in certain
geographic areas. For example, zoning laws can limit commercial or industrial use of land to prevent oil, manufacturing,
or other types of businesses from building in residential neighborhoods.” -Investopedia
“More walkable”: The ability to walk to restaurants, shops, and other services from your home without having to rely on
your car.
 
SECTION IV - FUNDING
No funding is necessary as the act is only changing an already existing law.
 
SECTION V – PENALTIES/ENFORCEMENT
Penalties will be a fine, repeated breaking of code will result in projects being shut down and licensure removed. This
bill will be enforced by urban planners, architects, and construction workers.
 
SECTION VI – EFFECTIVE DATE
This act would go into effect as soon as possible.
