BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Nightime Wildlife Safety Act
Its purpose is to provide wildlife like deer’s and turkeys safety on the roads at night. It will be a requirement for
drivers to be equipped with a special attachment on their lights at night to deter animals from the road. Causing there
to be a dramatic decrease in wildlife loss from road kill.
SECTION II - JUSTIFICATION
Recent studies show that animal-related road incidents increase significantly during nighttime hours. Installing
wildlife-deterrent markers provides a low-cost, non-harmful method to reduce collisions and protect both drivers and
animals. This measure supports safer transportation practices without major infrastructure changes.
SECTION III - DEFINITIONS
1. “Reflective wildlife-deterrent marker”: A small, state-approved roadside device that reflects car headlights in a
pattern shown to discourage animals from crossing at that point.
2. “Public road”: Any road maintained by the state, county, or municipal government.
3. “Nighttime hours”: The time period between sunset and sunrise.
Funding would come from Minnesota government providing every certified driver the deterrent when getting their license.
SECTION V – PENALTIES/ENFORCEMENT
If a driver fails to use the deterrent at night hours they will be pulled over and charged a 100$ fine. If it happens
again in the next month the fine will increase to 300$. If it becomes a common occurrence the driver will not be able to
drive during night hours.
SECTION VI – EFFECTIVE DATE
This act will be passed on October 1st 2025.
