BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Legalize the sale and use of all fireworks in Minnesota
 
SECTION I - PURPOSE
Legalize the sale and use of all fireworks in Minnesota.
 
SECTION II - JUSTIFICATION
Legalizing the sale of aerial and exploding fireworks in Minnesota would increase the GDP of Minnesota because Minnesota
has already lost around 5 million dollars in sales tax to neighboring states due to people traveling outside Minnesota
to get aerial and exploding fireworks because of the ban on aerial and exploding fireworks. It would also improve the
GDP because of more sales of aerial and exploding fireworks, and it would overall boost the economy. It would be good
for many businesses and the state government because it would increase government and business revenue.
 
SECTION III - DEFINITIONS
"Explosive fireworks" are defined as fireworks containing pyrotechnic, flash, gun, or black powder, or any other
explosive compound designed to detonate or deflagrate.
“Aerial fireworks” are defined as Fireworks that "shoot into the air".
“GDP” is defined as the total monetary value, or market value, of all the final goods and services produced within a
country's borders.
 
SECTION IV - FUNDING
No funding needed.
 
SECTION V – PENALTIES/ENFORCEMENT
No enforcement needed.

June 4, 2026
