BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Transparent Roadwork Accountability and Completion Enhancement Act
 
SECTION I - PURPOSE
This bill requires contractors to publicly display progress updates and projected completion dates for all state-funded
road construction projects, both online and on-site. The goal is to enhance transparency and promote greater efficiency
in project management.
 
SECTION II - JUSTIFICATION
Minnesota residents often express frustration about lengthy and unclear construction timelines, this aims to improve
public awareness of road project progress and in return help build stronger public confidence in the MnDOT and
completion as well as
 
SECTION III - DEFINITIONS
MnDOT: Minnesota Department of Transportation
On site signage: signs placed on the construction site must be clearly visible to people traveling on or near the road.
 
SECTION IV - FUNDING
Contract bids will include the estimated cost of the signage necessary to satisfy this requirement.
 
SECTION V – PENALTIES/ENFORCEMENT
Contractors who fail to provide accurate and or timely updates will fall subject to a penalty equal to 5% of the project
budget. Repeated failure to comply may result in temporary suspension of bidding eligibility for future state contracts.
Contractors shall not be penalized for delays resulting from circumstances beyond their control, including but not
limited to severe weather, supply shortages, labor strikes, or emergency events
