BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
School zone safety improvement act
Being someone myself who walks to and from school some things that i have noticed is that traffic and people speeding is
a big problem in the state This bill is to reduce injuries and fatalities in school zones by improving pedestrian
safety, increasing driver awareness, and updating infrastructure to protect students during beginning of school and end
of school hours. Things that we can do to help this is redoing the entrances to the schools to make them more safer for
kids like a roundabout and making the intersections smaller so that there's not as much car pile up we can also have
people look after the intersection and look out for kids when crossing the road.
SECTION II - JUSTIFICATION
With people not looking out for others when driving and going over the speed limit and even looking at the phones over
25,000 kids are hurt and injured when walking to and from school and at least 100 kids are killed a year. If this number
doesn't scare you I don't know what would.This is a problem because kids should feel safe when walking to and from
school and with this high of a rate its hard to feel safe.
SECTION III - DEFINITIONS
This bill will be an effect of all grades up to 12th graders. This will not help homeschoolers and will be for any
school no matter private or public. The school will also have a say in what goes and what doesn't but they have to ask
the students if they feel safe with their school roads and if they think that there s a problem The schools will also
have a say in what can and can not go there depending on what School Safety Zone: Area within 1,000 feet of a school
Traffic-Calming Devices: Speed bumps, raised crosswalks, curb extensions, etc.
Automated Speed Enforcement: Cameras that record vehicles speeding in school zones.
federal Safe Routes to School
Government loans: Seeking loans guaranteed by government programs, such as those offered through the U.S. Small Business
Personal school fundraisers when the schools do events and sales with stuff to raise money to help fund what they are
doing with the entrance to the school.
Like a Car wash , Bake sale
One more way to fund is when Borrowing: Governments can raise funds by issuing bonds to the public or taking loans from
foreign governments and institutions.
SECTION V – PENALTIES/ENFORCEMENT
Anyone who would not follow the new law would get a ticket and a fine of 500-1000 depending on how fast they were going
and what rule they would have broken in the school zone. If someone were to not follow the new law they would have to
unless they want to get a ticket and depending on what they do they can get an overnight in jail. If they were to hit a
kid then they would have to spend some time in jail for a normal sentence but depending on the person and the aftermath
it can make the sentence a lot smaller which can be up to 10 years.
SECTION VI – EFFECTIVE DATE
The date that this bill will take effect is June 10th of 2026 (06/10/26)or in 4 months after message of course not ever
school is going to get done in time but, schools during the year will have meetings and decided what they want to do and
what they want to change but not ever school is going to get done in time and only a few will get done or started during
the summer but we would focus on the schools with the most problems and work the way down.
