BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Cap Inhibitory Road Construction Undertakings
 
SECTION I - PURPOSE
This legislation aims to minimize unnecessary nuisances for the average Minnesotan by capping the number of
non-essential, large road work projects in any given city. The cap will be set at one non-essential project at a time,
per city. MnDOT will continue to use its priority system and discretion for project decisions. This provides an
exception for projects that will be necessary for the safety of motorists. Due to the extent of motorways in St. Paul
and Minneapolis, they will be exempt from the policy
 
SECTION II - JUSTIFICATION
This bill ensures that the Department of Transportation maintains a level of respect and concern for the average
Minnesotan. Beyond this, it will prevent laborers from being at risk of fatalities and injuries associated with work
zones by limiting tasks to those necessary for the overall well-being of all involved. Economically, this bill maintains
frugality and purpose in taxpayer dollars; billions of dollars are allotted each year, with little say of the affected
citizens. Ensuring the health, happiness, and wealth of Minnesotans will remain the priority of the MnDOT, but
effectiveness will be improved in each value.
 
 
SECTION III - DEFINITIONS
Non-essential projects: projects relating to road maintenance and construction, that are not for preventing likely
injury and fatality of motorists.
Large road work projects: projects relating to road maintenance that block or limit motorways for longer than 96 hours.
St.Paul-Minneapolis provision: These two ordinances are exempt from this legislation on or within the defined boundaries
of each ordinance.
 
 
SECTION IV - FUNDING
This bill will be funded by a reallocation of $1.5 million from the MnDOT general fund into salaries of state government
agents, who will ensure the compliance of MnDOT employees tasked with planning and project management.
 
SECTION V – PENALTIES/ENFORCEMENT
Individuals found to be in violation of this law may be subject to demotion, leave, or termination of position at the
discretion of the state agents outlined above.
 
 
SECTION VI – EFFECTIVE DATE
Upon being signed into law, this bill will become effective at the beginning of the 2027 fiscal year, to allow for the
proper allocation of funds and reorganization in the MnDOT
