BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Require Large Grocery Stores to Maintain Minimum Daily Operating Hours
 
SECTION I - PURPOSE
The purpose of this bill is to ensure that all citizens have access to essential groceries and supplies, regardless of
work schedules or personal circumstances.
 
 
SECTION II - JUSTIFICATION
Many people in Minnesota have jobs or responsibilities that make it hard to shop during limited store hours. By
requiring large grocery stores to stay open at least 12 hours a day, this bill helps make sure everyone has fair access
to food and basic supplies. Larger stores have enough staff and resources to handle longer hours, and this change would
make shopping more convenient and reliable for families across the state.
 
SECTION III - DEFINITIONS
A. Large Grocery Store – Any retail food establishment with over 10,000 square feet of floor space.
B. Operating Hours – The period during which the store is open to the public for shopping.
 
 
SECTION IV - FUNDING
No additional funding is required; compliance monitoring will be handled by the Department of Commerce.
 
 
SECTION V – PENALTIES/ENFORCEMENT
Stores failing to comply without a valid exemption may face fines up to $5,000 per month.
The Department of Commerce will monitor store hours and handle complaints from the public.
 
SECTION VI – EFFECTIVE DATE
This act shall take effect January 1, 2026.
