BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Making healthcare more affordable for low-income people
 
SECTION I - PURPOSE
Affordable healthcare is necessary in our society. It would provide low-income people and families with proper and
necessary medical care. This bill will help to break finance berries in our healthcare system. It would improve the
amount of financial stress on people and family and improve many Minnesotans' lives.
 
SECTION II - JUSTIFICATION
In Minnesota, nearly 1 out of every 10 people worry about needing to pay an expensive healthcare bill. People shouldn't
need to fear going to the hospital if they are sick or need surgery just because they are going to need to pay a
multi-thousand dollar bill at the end.
 
SECTION III - DEFINITIONS
Low-income: making less than $30,000 per year.
Affordable: inexpensive
Grant: being given money to help pay for the cost of their health care.
 
SECTION IV - FUNDING
People would be able to get grants ranging for 100$-1000$. The money would be provided by the Saint Paul & Minnesota
Foundation. To be eligible for a grant you need to have one of the following: life-threatening illness, a mental health
condition or a physical disability.
