BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
HELP MAKE HEALTHCARE COSTS MORE AFFORDABLE
 
SECTION I - PURPOSE
In Minnesota, most cannot access healthcare due to a lack of insurance, money, or access in general, based on where they
live. Most people in a year cannot access emergency healthcare, which causes over 14,000 people a year, which may not
seem a lot, but is if you add it to a worldwide number. Most kids who need healthcare, such as babies, toddlers, and
older kids, can't get healthcare due to their parents are unable to access it. Due to that, more people get added to the
worldwide number, which can improve within the next year or two. This is a severe issue because people shouldn't have to
worry about not being able to get care from their public services, which are there to help in case of an emergency or
illness that can occur. Most people with chronic illnesses may not be able to get the help they need because of the
skyrocketing prices in healthcare.
 
SECTION II - JUSTIFICATION
With prices being severely high in Minnesota for healthcare, you can't go in for a yearly doctor's appointment if you
don't have the money or insurance. This is a huge issue because most kids need to be able to reach out to their doctor
if they have an issue or need their yearly shots to keep them healthy from bacteria and germs. Over 350,000+ people
cannot access healthcare due to the access barriers and money that they may not have. Without getting into a healthcare
provider can make it severely hard for someone to get the care they need if they can't afford it or access it. Over
2,805 people die a year without having access to the healthcare they need. Yet that may not seem like a big number to
some people, but adding that to the worldwide number, which is 3.6-5.7 million people a year. This issue should be fixed
through the care of our people in Minnesota, and ensuring that people who cannot access healthcare can access it now.
 
SECTION III - DEFINITIONS
Healthcare - The organized provision of medical care to individuals or a community.
Vaccine - A substance used to stimulate immunity to a particular infectious disease or pathogen, typically prepared in
an inactivated or weakened form of the causative agent or form of its constituents or products.
Doctor appointment - A scheduled meeting between a patient and a healthcare professional.
 
 
SECTION IV - FUNDING
The funding will come from the government slowly until it's fully able to be covered for people who need help with
covering healthcare costs. Another solution would be to give yearly money to people in need for only healthcare access
on a specific card to be used for only healthcare
 
SECTION V – PENALTIES/ENFORCEMENT
If anyone who is refused healthcare and is in need, they will be given a fine of $400. It will only be the singular
person who refused healthcare, and possible termination of their job is continued. If a person in need of money for
healthcare is abusing the money and is using it for the wrong needs, they will face a fine of $100 or more, depending on
the severity of the abuse, or jail time for a day or however long is decided.
 
SECTION VI – EFFECTIVE DATE
This bill will be in effect on July 1st, 2026. This may take a couple of years to cover certain costs of the healthcare
being covered by the government, but it will build its way up to making it a full working system.
