BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Improve Student's Mental Health.
 
SECTION I - PURPOSE
To improve student's mental health, a non-mandatory monthly checkup for student's would be very necessary. To achieve
this goal, we are going to have free counselors in the school for students in need. The reason for it not being
mandatory, is so student's that don't want it will not have to have the monthly checkups. Again, it is for students in
need. Even so, the school will highly recommend it to student's because we know it is hard to reach out.
 
SECTION II - JUSTIFICATION
Many students struggle with mental help but hesitate to ask for help. Monthly wellness checkups (optional, not required)
give students a safe and consistent opportunity to receive support. Making it non-mandatory protects students' privacy
and comfort while still insuring that help is easily accessible. Free school counselors will be available to conduct the
checkups so students who need care can receive it without barriers.
 
SECTION III - DEFINITIONS
1. Wellness checkups: A brief, voluntary meeting between a student and a licensed school counselor focused on mental and
emotional well-being. 2. Student in need: Any student who requests support or is referred by a teacher, staff member, or
guardian. 3. Counselor: A licensed mental health professional employed by the school.
 
SECTION IV - FUNDING
Funding will come from the school district's counseling and student-support budget. Additional grants may be requested
from state mental-health initiatives and community health programs.
 
SECTION V – PENALTIES/ENFORCEMENT
There are no penalties, as the program is voluntary. Schools will be responsible for ensuring counselors are available
and that students are informed about the option to participate.
 
SECTION VI – EFFECTIVE DATE
This act will take effect at the beginning of the next academic year following it's passage.
