BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
give volunteer responders paid recovery time
 
SECTION I - PURPOSE
To ensure volunteer Emergency first responders compensation and time from their primary job if they are injured on duty.
If a volunteer is hurt on duty they can get physical and psychological resources. The MN government would be carrying
out the actions as long as the volunteer first responder files a claim. If a person is a volunteer emergency first
responder they will still get an income if they are hurt from an injury in duty with paid time off from their primary
job.
 
SECTION II - JUSTIFICATION
I believe that this bill is very important because it can ensure that we will always have volunteer first responders
that know if they get hurt when on duty they don’t have a chance of losing their financial stability. This will ensure
that volunteer first responders receive adequate recovery time and pay without having to go back to a physically
straining job before they are cleared in order to pay their bills. This bill will help rural, volunteer departments to
attract volunteer first responders.
 
SECTION III - DEFINITIONS
Volunteer Emergency First Responders - includes, EMTs (emergency medical technicians) and fire fighters that serve in
volunteer departments. Duty - includes training and or on a call.
 
SECTION IV - FUNDING
A mix of local government tax revenue, state aid, grants, and sometimes insurance kickbacks. The funds would need to be
applied for.
 
SECTION V – PENALTIES/ENFORCEMENT
The Department of Public Safety will manage filed claims. A claim process will be developed between the Department of
Public Safety and local departments.
 
SECTION VI – EFFECTIVE DATE
July 1st 2027
