BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Housing for people in abusive relationships
The purpose of this bill is to provide temporary housing to people who believe they are in danger because of their
SECTION II - JUSTIFICATION
Many people who are in abusive relationships are scared to leave because they are afraid to be found by their abusive
parter or because they have no where to go. By collaborating with different hotels people who are in abusive
relationships are allowed to get away and have a place to stay up to 7 days, you are allowed to reapply for this up to 3
times not to exceed 22 total days. Hotels are not required to let you stay, but would receive full financial
compensation for allowing abused individuals to stay on premise. Nearly one third of homeless women in Minnesota are
homeless at least in part because of domestic abuse, this bill would seek to lower this statistic and provide temporary
stable and safe housing for them.
SECTION III - DEFINITIONS
Minnesota law defines domestic abuse as physical harm, bodily injury, or assault, when committed by a family or
household member. Terroristic threats, criminal sexual conduct, and interference with an emergency call are also forms
of domestic abuse when committed by a family or household member.
The bill will be paid for by taxing alcohol and tobacco products
SECTION V – PENALTIES/ENFORCEMENT
If you damage or break something in the the room you will have to pay for it with in 2 months other wise you the
individual would be forced to pay for all expenses and 5% late fee or go to jail for 6 months for non payment.
SECTION VI – EFFECTIVE DATE
It will start 6 months after the bill is passed.
