BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Require all Minnesota high schools to include a mandatory study hall.
The purpose of this bill is to give every high school student in Minnesota a dedicated, supervised study period during
the school day. This study hall will help students complete homework, receive academic support, and manage their time
more effectively. The goal is to improve academic performance and provide a structured environment for students who are
busy with work, sports, or family responsibilities outside of school.
SECTION II - JUSTIFICATION
According to the National Center for Education Statistics, over 50% of high school students report struggling to balance
schoolwork with extracurricular activities and jobs.
SECTION III - DEFINITIONS
“School” – Any Minnesota institution serving grades 9–12
“High School Students” – All students enrolled in grades 9–12
“Mandatory Study Hall” – A supervised period within the standard class schedule where students can study, complete
assignments, or receive tutoring
The money needed to pay for and run this study hall will come from changing how schools use their current staff time.
This means that money the school already spends on things like teacher planning periods or extra help programs will be
moved and used to pay for the Mandatory Study Hall instead.
SECTION V – PENALTIES/ENFORCEMENT
The Minnesota Department of Education will ensure all schools follow this law by checking schedules and confirming that
the study hall is being implemented.
SECTION VI – EFFECTIVE DATE
This bill will take effect at the beginning of the 2027–2028 school year.
