BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Remove the moratorium on Nuclear Power and construct a new nuclear waste disposal site at a place chosen by a committee.
 
SECTION I - PURPOSE
The purpose of this bill is to allow construction of new nuclear power plants and construct a new waste disposal site at
a place chosen by a committee. All nuclear plants must conform with the standards of the Department of Energy and the
Nuclear Regulatory Commission.
 
SECTION II - JUSTIFICATION
More nuclear power plants will increase the amount of clean energy produced in Minnesota and reduce the need for fossil
fuels, helping the state to reach its 100% clean energy by 2040 policy. The waste disposal site will give a safe area to
dispose of any generated waste, partially funded by private investors.
 
SECTION III - DEFINITIONS
Moratorium - Prohibition on nuclear power plants constructed for an indefinite time period.
Waste - Nuclear waste.
 
SECTION IV - FUNDING
10% of the MN energy budget and private utility investments for the construction of the waste disposal site.
 
SECTION V – PENALTIES/ENFORCEMENT
N/A
 
SECTION VI – EFFECTIVE DATE
April 1st, 2025 for the waste disposal site.
April 1st, 2027 for the moratorium.
