BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Allow chemical castration for those charged with first degree criminal sexual conduct against a minor and to mandate
chemical castration for re-offenders as a probation requirement.
 
SECTION I - PURPOSE
The purpose of this bill is to reduce the recidivism rates of sexual predators, create a safe environment for their
victims, and to encourage less sexual violence. The chemical castration would consist of a monthly intramuscular
injection of 150mg of medroxyprogesterone acetate, also known as Depo-Provera. This treatment would be carried out
monthly and reported to a parole officer.
 
SECTION II - JUSTIFICATION
Many sexual predators know what they are doing is wrong but feel they can not stop their action, the chemical castration
treatment has been shown to reduce recidivism rates to only 2.2%. Additionally, this bill would send a clear message to
predators that they are not welcome in Minnesota.
 
SECTION III - DEFINITIONS
“Chemical Castration” shall be defined as the use of chemicals to reduce the production of sex hormones in an attempt to
reduce problematic sexual behavior.
“Minor” shall be defined as a person who has not yet reached the age of 18.
“Sexual Predator” shall be defined as an individual age 18 or older who commits first degree criminal sexual conduct.
“First Degree Criminal Sexual Conduct” shall be defined as the act of engaging in sexual conduct with a person under the
age of 18 without consent or through the use of force, violence, or threats of violence.
“Recidivism” shall be defined as the act of re-offending or returning to criminal behavior after already receiving
punishment for the crime.
“Intramuscular Injection” shall be defined as a medical procedure where medication is injected directly into the muscle
tissue.
“Medroxyprogesterone acetate” shall be defined as a synthetic progestin hormone used in hormone therapy to reduce sex
drive.
 
SECTION IV - FUNDING
In 2026 the Minnesota state government is estimated to spend $4.45 billion on “Public safety and judiciary” this bill
would take $600,000 annually to pay for the chemical castration treatment.
 
SECTION V – PENALTIES/ENFORCEMENT
If an individual fails to report for their monthly injection they have violated the terms of their parole and will
receive a warning. If multiple are missed the individual may have their parole revoked and be returned to prison.
 
SECTION VI – EFFECTIVE DATE
June 21, 2026
